On Thursday, from 11 am to 12 noon, a human chain program was held at the family planning office and in front of their respective workplaces as per the 5-point program announced by the council to demand the elimination of inter-cadre discrimination.
The Public Administration Reforms Commission has recommended that 50 percent quota be kept for the administration cadre in the Deputy Secretary Poole and 50 percent be appointed on the basis of merit for the other 26 cadres. In addition, it has been said that the education and health cadres will be separated from the civil service. Such a decision was strongly protested without any discussion with the 'Inter-cadre Discrimination Elimination Council' consisting of 25 cadres.
The posts of Senior Service Pool (or Deputy Secretary Pool) are not of any specific cadre, although according to the Service Act-1975, appointments to these posts are based on merit, the administration cadre has continued the quota system on various pretexts. In addition, the administration cadre has included all these posts in its schedule after the 2024 elections by repealing this act after the 2018 elections, which is a serious obstacle to the formation of a merit-based public welfare state. To ensure effective services of the civil service, it has been demanded to establish profession-based ministries from the Inter-Cadre Discrimination Elimination Council. That is, experienced and skilled officials from their respective cadres will be appointed in each ministry. Currently, policy-making, planning and decision-making in each sector are being done by members of the administration cadre. Who are inexperienced and inefficient about that sector. As a result, the sectors are not able to ensure the desired public service. Besides, the bureaucratic syndicate, mismanagement, corruption and discrimination created due to the control of one cadre in all sectors has led all sectors of the state to destruction.
The Family Planning Government Doctors Association strongly condemned and protested against the said intra-cadre discrimination. Focusing on the slogan “Cadre belongs to its ministry”, the Department of Family Planning also mentioned the discrimination of the technical medical cadre and the single requirement of the technical cadre.
