Company submits EOIs for EN590, Jet A-1 and LNG; explores international toll crude-oil refining, long-term trade finance and investment in energy, agriculture and smart cold-chain infrastructure.

DHAKA/DUBAI — Dubai-based BLACK SWAN GLOBAL FZCO is expanding its strategic engagement with Bangladesh, focusing on energy security, international commodity supply and a potential USD 2 billion long-term trade financing and investment initiative, according to company officials.

The company has already submitted Expressions of Interest (EOIs) for the supply of EN590 diesel, Aviation Turbine Fuel Jet A-1 and Liquefied Natural Gas (LNG) as part of its efforts to establish a long-term presence in Bangladesh’s energy sector and contribute to diversification of the country’s international energy supply sources.

BLACK SWAN GLOBAL FZCO is also exploring international toll crude-oil refining, under which crude oil could be sourced from international producers, processed through qualified overseas refineries and the resulting petroleum products supplied to Bangladesh under commercially competitive arrangements.

The proposed model could integrate crude-oil sourcing, toll refining, refinery-capacity arrangements, shipping and logistics, structured trade financing and delivery of finished petroleum products, offering an additional sourcing option where international crude-to-product economics are commercially attractive.

$2bn Trade Financing and Investment Initiative:

BLACK SWAN GLOBAL FZCO said it is evaluating a broader initiative of up to USD 2 billion involving long-term trade finance, supplier credit, commodity financing and investment in commercially viable projects and procurement programmes in Bangladesh.

The proposed initiative would primarily target oil and gas, LNG, petroleum products and related energy infrastructure, while potentially extending to agricultural commodities, particularly fertilizer, and technology-driven infrastructure such as digital smart cold-storage and integrated cold-chain facilities.

The USD 2 billion figure represents the potential scale of financing and investment opportunities being explored and should not be interpreted as a single committed investment. Individual transactions and projects would remain subject to commercial negotiations, financing arrangements, due diligence, regulatory approvals and execution of definitive agreements.

Dr. Bakheet Salem Alameri, Head of International Business, BLACK SWAN GLOBAL FZCO, said the company sees Bangladesh as an important emerging market and intends to develop a broader commercial relationship rather than concentrate solely on individual commodity transactions.

“Bangladesh represents an important long-term market for energy, infrastructure and strategic commodities. We are exploring opportunities to combine reliable international supply with trade financing, investment and project development,” Dr. Alameri said.

He added that the company sees potential for partnerships connecting international producers, refineries, financial institutions, technology providers and investors with commercially viable opportunities in Bangladesh.

Energy Security at the Centre:

Energy security remains at the centre of BLACK SWAN GLOBAL FZCO’s Bangladesh strategy.

The company’s proposed portfolio includes LNG, EN590 diesel, Jet A-1 aviation fuel, crude oil and other petroleum products, supported, where commercially feasible, by structured trade finance, supplier credit and longer-term supply arrangements.

The company believes diversified international sourcing could provide Bangladesh with additional flexibility in managing exposure to global energy-market volatility, shipping disruptions and changing supply conditions.

Its proposed international toll-refining model could complement conventional finished-product procurement by establishing an integrated supply chain encompassing crude procurement, overseas refining, financing, shipping and delivery of finished petroleum products to Bangladesh.

The commercial viability of such arrangements would depend on crude-oil prices, refinery yields and margins, tolling charges, freight and insurance, financing costs and prevailing international prices for finished petroleum products.

Bangladesh Operations Led by Mohammad Anwar:

BLACK SWAN GLOBAL FZCO’s Bangladesh-focused international business development is being led by Mohammad Anwar, Executive Director of Black Swan Group, a Bangladeshi national with experience in global oil and gas trading, energy-sector business development and international commodity transactions.

Anwar is playing a key role in advancing the company’s Bangladesh strategy, including engagement with prospective international energy suppliers, crude-oil producers, refineries, LNG suppliers, financial institutions, investors and strategic partners, as well as developing opportunities for long-term trade financing and project development.

Through this engagement, the company is seeking to connect its international trading and investment network with opportunities across Bangladesh’s energy, petroleum, infrastructure, agriculture and technology sectors.

BLACK SWAN GLOBAL FZCO views Dubai’s position as a major international hub for energy and commodity trading, shipping, banking, trade finance and investment as a strategic advantage in building a commercial bridge between global markets and Bangladesh.

The company expects this Dubai–Bangladesh platform to support its longer-term objective of contributing to Bangladesh’s energy security, diversified commodity sourcing, access to international financing and strategic investment development.

Synergic Appointed Exclusive Local Agent:

To strengthen its local presence and implementation capabilities, BLACK SWAN GLOBAL FZCO has appointed M/s. Synergic as its Exclusive Local Agent in Bangladesh.

Synergic, led by Chief Executive Officer Fahim Faisal, is supporting the company’s business development, investment facilitation, local coordination and project-management activities involving prospective government and private-sector opportunities.

Under the arrangement, BLACK SWAN GLOBAL FZCO brings its international trading, financing, supplier and investment capabilities, while Synergic provides local market knowledge, institutional coordination and project-development support in Bangladesh.

The partnership is intended to facilitate engagement among international suppliers, investors, financial institutions and technology partners and prospective Bangladeshi government and private-sector counterparties.

Through Synergic, the company plans to develop and coordinate prospective projects from the business-development stage through commercial structuring and project-management support, subject to the scope and requirements of individual projects.

Beyond Oil and Gas:

BLACK SWAN GLOBAL FZCO is also evaluating opportunities involving fertilizer and other agricultural commodities, reflecting its broader interest in sectors linked to Bangladesh’s agricultural productivity and food security.

Another area under consideration is digital smart cold-storage and integrated cold-chain infrastructure, including technology-driven solutions for storage, preservation, logistics and distribution of agricultural and food products.

The company believes that energy security and food security are increasingly interconnected, particularly as reliable energy, modern logistics and efficient storage infrastructure become more important for agricultural production and distribution.

These activities could eventually form part of a broader Bangladesh platform spanning energy security, international commodity trade, agriculture, infrastructure, technology, trade finance, strategic investment and project development.

Building a Long-Term Dubai–Bangladesh Commercial Bridge

BLACK SWAN GLOBAL FZCO said its longer-term objective is to establish a sustainable commercial platform linking Bangladesh with qualified international energy producers, refineries, commodity suppliers, financial institutions, investors and technology providers.

Rather than focusing exclusively on spot transactions, the company intends to explore longer-term structures incorporating commodity supply, supplier credit, structured trade finance, toll refining, logistics, investment and project development

With its energy EOIs already submitted and additional financing and investment opportunities under consideration, BLACK SWAN GLOBAL FZCO is seeking to develop a long-term commercial presence in Bangladesh while leveraging Dubai’s global trading and financial ecosystem

The company said all prospective transactions involving the Government of Bangladesh or state-owned entities would remain subject to applicable procurement procedures, regulatory requirements, technical and commercial evaluation, due diligence, financing approvals and execution of definitive agreements.

Through its proposed USD 2 billion trade financing and investment initiative, energy-supply programmes, international toll-refining strategy and local partnership with Synergic, BLACK SWAN GLOBAL FZCO aims to contribute to a broader commercial framework supporting Bangladesh’s energy security, food security, infrastructure development and access to international investment and financing.
