A two-minute and fifty-one-second audio call record involving Tk 1.2 lakh in bribes has gone viral on the Facebook profiles of various people in the area, targeting a land official in Char Rajibpur, Kurigram.

Allegations have been raised against Md. Saiful Islam for taking Tk 1.2 lakh in bribes through cash and bKash on the pretext of executing a land mutation (namjari) in Char Rajibpur, Kurigram. He serves as the Assistant Land Sub-Inspector of Mohonganj Union in Char Rajibpur Upazila.

According to the written complaint, Anwarul Islam is a retired government official whose permanent home is in Char Newaji village of Mohonganj Union in Char Rajibpur Upazila. Due to river erosion, he currently resides in the Zoddar Para area of Ulipur, a neighboring upazila in Kurigram district. He faced harassment while trying to get his inherited land in Mohonganj Union mutated.

In his written complaint, Anwarul Islam claimed that after three applications made for land mutation were repeatedly rejected, he discussed the matter with the concerned land official and paid him Tk 50,000 in cash at one point. Later, he paid an additional Tk 70,000 in several installments through bKash and cash. In total, he claims to have given Tk 1.2 lakh to that official. He mentioned in the complaint that he has preserved call records and information regarding bKash and cash transactions as proof of these dealings, and he has also posted the 2:51-minute audio call record on Facebook to various people.

Anwarul Islam alleged that complications arose regarding the land mutation of his deceased three sisters in Mohonganj Union of Char Rajibpur Upazila on August 27, 2026. He applied for the mutation of land under the SA khatian located in Dhalgachha mouza. The total amount of original land in SA Khatian No. 389 of Dhalgachha mouza was 0.49 acres. However, altering the khatian information by taking financial benefits, the amount of land was stated as 10.56 acres. According to his allegations, against the related mutation case numbers 2848/26, 2711/26, and 2846/26, Khatian No. 2026/100008 was issued in the name of Md. Shafiuzzaman Mondal, and Khatian No. 2023/100009 was issued in the name of Mst. Momtaz Mahal.

The complainant stated that on August 31, 2026, he submitted a written application to the Char Rajibpur Upazila Assistant Commissioner (Land) demanding the cancellation of the respective mutation khatians. According to him, the application has been recorded as Miscellaneous Case No. 44/26.

He further alleged that although the BS survey was completed in the respective mouza, for unknown reasons, the RS record has not been published. The concerned land official verbally informed him that the land for which mutation was applied in the name of his deceased sisters' heirs has been mutated in the name of another individual. He also alleged that an excessive portion of land has been mutated in the names of the family members of that individual.

Under these circumstances, victim Anwarul Islam has demanded the refund of the Tk 1.2 lakh he paid and has sought the intervention of the relevant authorities to investigate the land mutation-related complaint and take necessary legal action.

Regarding the allegation, Assistant Land Sub-Inspector Md. Saiful Islam denied the accusation, saying, "The allegation is false, fabricated, and motivated," and cut the mobile phone call. When called multiple times afterward, the official disconnected the phone.

Regarding this matter, Char Rajibpur Upazila Assistant Commissioner (Land) Saikul Hasan said, "We have received a complaint. Upon receiving directives from higher authorities, necessary actions will be taken after investigation."
