In an effort to streamline field-level land services, curb public harassment, and enhance administrative transparency, the Ministry of Land has ordered the immediate installation of biometric digital attendance devices across all Upazila and Union land offices nationwide.

The directive was formally issued on September 14 through a circular from the Field Administration-2 branch of the Ministry of Land, instructing all Deputy Commissioners (DCs) to ensure the procurement, installation, and daily operational compliance of biometric systems within their respective jurisdictions.

The circular noted that ensuring the timely presence of land officials and field staff is essential to delivering uninterrupted public services and advancing the government's broader e-governance framework.

Key operational guidelines outlined in the circular include:

• Universal Field Implementation: Immediate installation of biometric digital attendance devices across every Upazila Land Office and Union Land Office nationwide.

• Attendance Oversight: Mandatory daily logging for all officers and staff, with local authorities tasked with monitoring ongoing compliance.

• Administrative Distribution: Copies of the circular have been dispatched to Divisional Commissioners, Upazila Nirbahi Officers (UNOs), Assistant Commissioners (Land), systems analysts, and relevant ministry officials to ensure enforcement.

Ministry officials expect the biometric system to enforce workplace discipline, eliminate absenteeism, reduce service delays for citizens, and build systemic accountability into field-level land administration.
