Observing the theme "Where sight is limited, potential is limitless", Global White Cane Safety Day 2026 was commemorated in Rangpur on Thursday (October 15, 2026) with a vibrant public rally and a high-level discussion session.
Jointly organized by the Rangpur District Administration, the Department of Social Services, and the Disability Service and Help Center, the main discussion meeting took place at the Deputy Commissioner’s conference room. Rangpur Deputy Commissioner Israt Jahan attended as Chief Guest. Prior to the discussion, a rally originating from the DC office premises marched through major city roads before returning to the venue.
Addressing the gathering, DC Israt Jahan underscored that out of Rangpur district's estimated 30 lakh population, nearly 1 lakh individuals live with disabilities. She stressed that national development cannot be achieved while leaving this significant population behind, urging all sectors of society to eliminate begging and neglect by integrating disabled citizens into mainstream social and economic life. Highlighting key state welfare measures, she noted the increase in monthly disability allowances to Tk 1,000 and special amanuensis (scribe) exam accommodations for visually impaired students in higher education institutions like Dhaka University. Furthermore, the DC called for strict transparency in beneficiary data collection to ensure government aid reaches genuine disabled individuals without interference from fraudulent claims.
The discussion session was chaired by Social Services Deputy Director Nusrat Fatema. Special guests included Additional Superintendent of Police Joynal Abedin, Civil Surgeon Office Medical Officer Dr. Rakibul Islam, Disability Development Organization President Nur Alam, and Disability Music Academy Director Shankar Babu. District Disability Affairs Officer Masud Rana delivered the opening welcome address.
