The Bangladesh government has established strict service standards for baggage handling at Hazrat Shahjalal International Airport’s Terminal 3, making it mandatory for the first piece of luggage to arrive within 12 minutes and the final piece within a maximum of 40 minutes after flight arrival.
Speaking at a press briefing at the Secretariat on Tuesday (September 29, 2026), Civil Aviation and Tourism Minister M Rashiduzzaman Millat confirmed that failure to meet these operational timelines will result in monetary fines imposed on the managing Japanese consortium under the official service-level agreement. The Minister outlined that Terminal 3 is scheduled for a partial opening on December 16, with full operations expected within five to six months. Furthermore, Minister Millat disclosed that Prime Minister Tarique Rahman will inaugurate Cox's Bazar Airport as an international aviation hub in early November, with direct international routes already planned, including AirAsia flights connecting Penang and Cox's Bazar to position Bangladesh as a regional aviation hub.
