When states adopt cyber governance structures, they prioritize state surveillance, data control, and bureaucratic regulation over civil liberties.
This approach directly conflicts with a human rights-based perspective, which views the state's primary duty as safeguarding individual freedoms rather than treating citizens as potential security threats. In this context, activists and experts emphasized abandoning state-centric control in favor of human empowerment, digital rights and freedoms, and multi-stakeholder democratic frameworks.
