
Under the framework of the 'Decreto Flussi' program, the Italian government has approved a three-year recruitment quota allowing 497,550 non-EU foreign workers to enter the country legally between 2026 and 2028. According to the quota structure, 164,850 workers will be admitted in 2026, followed by 165,850 in 2027 and 166,850 in 2028, distributed across sectors such as agriculture, tourism, caregiving, and industrial labor. However, fraudulent rings have exploited this initiative to siphon large sums of money from jobseekers in Bangladesh and other countries.
According to guidelines from the Italian Ministry of the Interior and the Ministry of Labor, foreign candidates cannot apply directly for a work visa independently. Instead, a legally eligible Italian employer (Datore di lavoro) must initiate the application process for the work authorization known as Nulla Osta through the government's official Portale Servizi ALI. Despite these clear rules, dishonest intermediaries and fake agents lure applicants with promises such as "100% Guaranteed Flussi," "Guaranteed Nulla Osta," or "100% Visa Guarantee," often sending forged PDF documents over WhatsApp or social media platforms to demand huge fees.
Administrative guidelines from the Italian government emphasize that obtaining a Nulla Osta does not automatically guarantee a visa. It is merely a preliminary clearance, after which the Italian embassy or consulate in the applicant's home country conducts thorough verifications and interviews before issuing a visa.
Furthermore, if an employer fails to confirm the Nulla Osta within the government-mandated 15-day period, the application is automatically canceled.
Experts and official authorities urge extreme vigilance, stressing that no private intermediary can legitimately guarantee a government immigration decision.
Before making any payments, candidates must verify the employer's official business name, Partita IVA (VAT number), Codice Fiscale (Tax code), and actual business existence.
Personal credentials—including SPID passwords, OTP codes, or sensitive identity documents—should never be shared with unauthorized individuals. Any professional engagement with an agency should involve a written contract and official receipts. Applicants are strongly advised to rely solely on official channels such as the Italian Ministry of the Interior, Portale Servizi ALI, and the official Italian Embassy to verify all details independently and guard against fraud.
