State Minister Warns Project Directors of Strict Action Unless Visible Progress Shown Within Two Months

State Minister for Local Government Mir Shahe Alam warned project directors that years of delay in implementing approved development projects will no longer be tolerated, threatening strict administrative action and removal of non-performing officials if visible progress is not demonstrated within the next two months.

Addressing a review meeting on Dhaka WASA's operations at the WASA Bhaban conference room in Karwan Bazar on Thursday, October 29, 2026, the State Minister expressed strong dissatisfaction with the agency's slow operational momentum. In a major policy disclosure, he announced that the government has decided to amend relevant laws to abolish WASA boards across all municipalities nationwide, citing ministry findings that existing boards frequently create bureaucratic interference, slow down execution, and impede public service delivery.

Highlighting urban water management parameters, Minister Alam noted that Dhaka's daily water demand and supply currently stand balanced at 3,140 million liters (314 crore liters). However, with 74% of supplied water sourced from underground aquifers, he urged expedited completion of surface-water projects to reduce groundwater extraction down to 20–25% to mitigate regional earthquake risks. He directed Dhaka WASA Managing Director Dr. Mu. Moniruzzaman to fast-track pipeline connections from the Dasherkandi Sewage Treatment Plant to Gulshan, Banani, and Baridhara, expedite the DPP for Purbachal's water network, crack down on illegal water connections, automate meter reading and billing, and submit a comprehensive organogram aligned with 2050 population requirements.
