The Bangladesh Mental Hospital and Drug Addiction Treatment Center in Pabna town is operating under severe irregularities and mismanagement. The facility continues its operations despite keeping patients beyond approved bed capacity, maintaining unhygienic conditions, lacking adequate doctors and nurses, and offering no parking facilities.

While official documents list her elder son as the proprietor, the hospital is allegedly owned and operated behind the scenes by Shahnaj Sultana Champa, a senior staff nurse at the government-run Pabna Mental Hospital.

Allegations suggest that Champa uses brokers to divert patients from the government mental hospital to her private clinic. Questions have also been raised regarding her long-standing tenure at the same government post and the rapid accumulation of personal wealth. Furthermore, the clinic has been operating with expired clearances from the Department of Environment, Fire Service, and the Directorate General of Health Services (DGHS).

Champa has denied the allegations, claiming they are part of a conspiracy against her family. Civil Surgeon Dr. Abul Kalam Azad and Department of Narcotics Control Deputy Director Md. Shahidul Manna Kabir stated that authorities will investigate the claims and take legal action if violations are found.
