Deputy Secretary Habiba Sharmin Dismissed for 4.5-Year Unauthorized Absence and Misconduct

The Ministry of Public Administration has dismissed Habiba Sharmin, a Deputy Secretary assigned to the Rural Development and Co-operatives Division, from government service following allegations of unauthorized overseas stay and prolonged absence from duty.

According to a gazette notification issued by the ministry on Wednesday (October 7, 2026), Sharmin originally submitted an application in December 2021 for a one-year extraordinary leave without pay (ex-Bangladesh) for medical treatment. However, she left her post on December 9, 2021, before the leave was officially sanctioned.

Despite an official directive issued in May 2023 ordering her immediate return, Sharmin remained in the United States and instead submitted email requests for additional leave. Consequently, departmental proceedings were initiated against her under the Government Servants (Discipline and Appeal) Rules, 2018 for "misconduct" and "desertion.

" Following an official inquiry led by Investigating Officer Md. Al Amin Sarkar, the charges were proved. With the concurrence of the Bangladesh Public Service Commission (BPSC) and final approval from the President, Sharmin was handed the major penalty of dismissal from service, effective retroactively from her initial date of desertion on December 9, 2021.
