Government Considers Merging 293 Zero-Pass Institutions Following HSC 2026 Outcome
Education Minister Dr. A N M Ehsanul Hoque Milan addressing reporters regarding the institutional integration policy for zero-pass HSC colleges.

Following the announcement of the 2026 Higher Secondary Certificate (HSC) and equivalent examination results, the government is considering plans to merge the 293 educational institutions that recorded a zero-percent pass rate with nearby active institutions rather than shutting them down outright.

Responding to queries from journalists on Saturday, October 31, 2026, Minister for Education, Primary and Mass Education Dr. A N M Ehsanul Hoque Milan clarified the government's strategic stance on restructuring non-performing colleges. Acknowledging that an excessive number of colleges have been established beyond actual demand in various parts of the country, Dr. Milan explained that overnight shutdowns are unfeasible. Instead, the ministry plans a phased integration and spatial restructuring of zero-pass institutions into neighboring schools or colleges. Importantly, the Education Minister delivered a firm assurance that no teachers will lose their jobs as part of this organizational realignment.

The move comes as national HSC performance hit a historical low, with the overall pass rate dropping to 52.12 percent—the lowest figure recorded in 22 years—alongside a noticeable reduction in top-tier GPA-5 recipients. To mitigate academic disruption for unsuccessful candidates, Dr. Milan announced a special re-examination policy allowing failed students to re-sit tests within the next 1 to 2 months, taking exams strictly for the specific subjects they failed to clear.
