The Police Bureau of Investigation (PBI) Dhaka Metro (North) unit has arrested three individuals for allegedly defrauding a retired army officer of BDT 30 lakh by posing as a senior government secretary and executing a staged land purchase scheme.
Unveiling details at a press conference at the PBI Dhaka Metro (North) office on Saturday (September 26, 2026), Additional DIG Md. Enayet Hossain Mannan identified the arrestees as the main fraudster posing as a government secretary, Md. Shahabuddin Howlader (alias Khalilur Rahman / Mizanur Rahman, 48), the fake landowner Suman Ahmed (alias Jahangir Alam, 39), and the land broker Md. Jahangir Alam Shaheen (alias Saiful, 52).
According to PBI investigators, the victim, retired army officer Mohammad Faruk Hossain (49), had posted an advertisement to sell shares of land. The syndicate contacted him, alleging that a government secretary intended to acquire 58 decimals of land in Savar's Bilamalia area valued at BDT 6.95 crore through him. Following a staged meeting in Dhanmondi on December 7, 2025, the fraudsters lured Faruk into advancing BDT 30 lakh across multiple installments under the guise of earnest money (bayana) on non-judicial stamps. After realizing he had been deceived, Faruk filed a complaint, leading PBI to trace the suspects using CCTV footage, phone call detail records (CDR), and forged documentation. All three arrestees have provided full confessional statements under Section 164 of the Code of Criminal Procedure before a Dhaka magistrate court.
