Prime Minister’s Political Adviser Zahir Uddin Swapon has urged administrative authorities and international development partners to build an integrated, hassle-free social safety system so citizens do not have to move door-to-door across multiple government offices to access state benefits.

Speaking on Sunday (October 4, 2026) during a working session on the second day of the Bay of Bengal Conversation 2026—an international conference organized in Dhaka by the Center for Governance Studies (CGS)—Swapon emphasized that state mechanisms must promptly identify individual vulnerabilities and deliver assistance through transparent digital frameworks. Reflecting on Bangladesh's completion of the first decade under the National Social Security Strategy (NSSS), he noted that the government is formulating a updated strategy in collaboration with international agencies including the ILO and UNDP. Swapon stressed that social protection must not be treated as mere charitable relief, but as a fundamental instrument to uphold human dignity, foster community resilience, boost productivity, and preserve social harmony across the nation.
