A visually impaired college lecturer serving in the BCS General Education Cadre for nine years without promotion has written an open letter to Prime Minister Tarique Rahman, demanding dignity, merit-based recognition, and an immediate end to administrative delays paralyzing career progression across the education cadre.

Md. Samsul Islam, a lecturer in the Department of History at Netrokona Government College who was born blind, cleared the 36th BCS examinations and has successfully taught using modern screen-reader technology.

In his open letter published on Wednesday (October 7, 2026), Islam emphasized that he seeks no sympathy or special favors, but rather his constitutional right to career advancement based on seniority and merit. Islam's plight reflects a broader crisis impacting over 9,700 9th-grade lecturers competing for fewer than 4,500 6th-grade assistant professor posts.

Despite three Departmental Promotion Committee (DPC) meetings held in September 2026 and a pending proposal sent in January 2026 by late DSHE Acting Director General Prof. B.M. Abdul Hannan to create 2,823 supernumerary posts, government orders (GO) remain stalled. Director General of DSHE Prof.
