
Finance and Planning Minister Amir Khasru Mahmud Chowdhury announced that the government has imposed four mandatory conditions for the approval of all new development projects to ensure accountability and optimal utilization of public funds.
Speaking as the chief guest at a seminar titled "Beyond Foreign Reliance: The Future of NGO Financing in Bangladesh"—organized by the Bangladesh Institute of Development Studies (BIDS) in Dhaka on Tuesday (October 6, 2026)—Minister Chowdhury outlined the strict four-point framework. Under the new policy, any proposed project must definitively demonstrate: (1) Value for Money, (2) Expected Return on Investment, (3) Creation of New Employment or Entrepreneurship Opportunities, and (4) Environmental Protection and Sustainability. He cautioned that failure to meet all four conditions would result in immediate rejection by the government. Emphasizing a shift away from foreign dependency, Chowdhury called for a structured policy framework to secure sustainable local financing for NGOs and stressed the importance of global marketing for traditional local crafts like shital pati. State Minister for Planning Md. Zonayed Abdur Rahim Saki and Planning Division Secretary S M Shakil Akhter were also in attendance along with prominent economists and researchers.
