Russian President Vladimir Putin has declared that Russia is fully prepared for a potential war with Europe, while emphasizing that Moscow has no desire to initiate or engage in such a conflict.
Speaking following phone conversations with Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre on Thursday, October 29, 2026, Putin issued a stark warning to European nations, stating that in the event of an all-out military confrontation, "no party will emerge victorious." Expressing support for diplomatic efforts to restore relations with European states, Putin remarked, "We are prepared, but we do not want war with Europe. However, if any of them wish to prepare for war, they may do so." He reiterated his stance from December 2025, asserting that Western strategy aimed at inflicting a "strategic defeat" on Russia has failed.

However, the comments coincide with leaked U.S. intelligence reports indicating that Moscow may test NATO's resolve along its eastern border through limited ground incursions in the Baltic region, hybrid cyber assaults, or targeted drone disruptions. Furthermore, reports suggest Moscow intends to leverage upcoming peace negotiations over Ukraine to demand a withdrawal of NATO troops and military presence from Eastern Europe—specifically targeting Poland, Estonia, Latvia, Lithuania, and Finland. In response to growing European insecurity, UK Defense Secretary Wes Streeting cautioned in an op-ed that adversaries could be positioned to strike by 2030, calling for urgent military deterrence and readiness.
