The government has issued the "Model Mosque Management Policy 2026" to transform model mosques across Bangladesh into hubs for religious education, social welfare, and public awareness alongside regular congregational prayers.
In a gazette notification signed on September 24, 2026, by Ministry of Religious Affairs Secretary Munshi Alauddin Al Azad, the policy establishes standardized guidelines for administration, staff recruitment, honorariums, financial auditing, and security. Financially capable mosque committees are permitted to provide regular pay scale grades—Grade-10 for Imams, Grade-16 for Mua'zzins, and Grade-18 for Khadims—while contract-based honorariums are set at BDT 20,000 for Pesh Imams, BDT 15,000 for Mua'zzins, and BDT 12,000 for Khadims, alongside equal festival bonuses for Eid-ul-Fitr and Eid-ul-Adha. Staff are designated as custodians required to maintain neutrality without engaging in active political activities. Furthermore, the framework establishes city, district, and upazila management committees to oversee Quranic literacy, adult education, Hifzkhana, and children's Maktab programs, while mandating pre-khutbah discussions on pressing social issues including anti-extremism, drug addiction, environmental protection, and preventing violence against women.
