Country's Population Must Be Transformed Into Human Resources: Speaker
Speaker of the National Parliament Hafiz Uddin Ahmed Bir Bikram has stated that a nation's greatest asset is its population, emphasizing the urgent need to convert the country's demographic dividend into valuable human resources.
Speaking as the chief guest at a policy dialogue titled "Three Dividends, One Window: A Parliamentary Dialogue on Population and Development in Bangladesh" on Thursday (September 10), the Speaker noted that true national development lies not merely in monetary metrics, but in improving the overall quality of human life.
The event, hosted under the Strengthening Public Expenditure Management Program (SPCPD) project with technical support from the United Nations Population Fund (UNFPA), was held at the Oath Room of the Jatiya Sangsad. Deputy Speaker Barrister Kaiser Kamal presided over the session.
"Demographic dividend, gender dividend, and longevity dividend are deeply interconnected," Speaker Hafiz Uddin said. "To turn policy plans into reality, formulating guidelines alone is not enough. We must ensure legislative reforms, effective budget allocation, and institutional accountability."
He urged Members of Parliament to actively oversee policy implementation within their respective constituencies, ensuring educational opportunities for women, healthcare access for the elderly, and gainful employment for youth.
In his presidential address, Deputy Speaker Barrister Kaiser Kamal highlighted that young people constitute the vast majority of Bangladesh's population. "If we can equip our youth with modern skills, we will never have to look back. By combining the dynamism of youth with the wisdom of the elderly, the nation can make rapid strides forward," he remarked, emphasizing skilled labor exports as a core policy priority.
Main discussants at the dialogue presented papers detailing policy frameworks needed to navigate Bangladesh's changing demographic structure, assessing risks and time-sensitive opportunities. Members of Parliament, senior officials from the Ministry of Planning, Parliament Secretariat, and representatives from UNFPA attended the program.
