DHAKA — Every year the budget speech arrives with bigger numbers and smaller patience. Growth is announced; justice is postponed. But an economy that enriches the top tenth while the bottom half skips protein is not succeeding — it is merely counting.

The test of this year's budget is simple. Will the day labourer eat better in December than in June? Will the garment worker's daughter stay in school? Numbers that cannot answer these questions are decoration.

Growth without justice is just numbers. A budget without the poor is just paper.
