Government Regulates E-Rickshaws Across 13 City Corporations; Registration Begins Nov 2 Under 8 Dhaka Zones
State Minister Mir Shahe Alam announcing the new battery-powered e-rickshaw registration policy at the Secretariat.

The Government of Bangladesh has introduced a comprehensive regulatory framework for battery-powered three-wheelers (e-rickshaws), announcing that registration across 13 city corporations will officially begin tomorrow, Monday, November 2, 2026.

Announcing the "City Corporation Area Low-Speed Battery-Powered Three-Wheeler (E-Rickshaw) Movement Rules, 2026" at a press conference held at the Secretariat on Sunday, November 1, 2026, State Minister for Local Government Mir Shahe Alam detailed the policy. Under the new rules, the capital will be split into eight dedicated operational zones—four in Dhaka North City Corporation (DNCC) and four in Dhaka South City Corporation (DSCC). Each zone will feature a distinct vehicle color scheme to prevent cross-zonal travel, while fleet capacities will be jointly fixed by traffic police and city authorities to manage traffic density. E-rickshaws will also be restricted from operating on major arterial roads designated for bus transit.

To qualify for registration, existing e-rickshaws must undergo structural modifications in accordance with BUET-approved technical designs. Registration fees are set at ৳8,000, with an additional ৳1,000 for QR-code embedded digital license plates containing owner, zone, and vehicle data. Driver licensing will not be mandatory immediately but will be phased in via subsequent gazette notifications. Additionally, the rules mandate authorized charging stations, prioritizing solar-powered facilities while instituting strict legal enforcement by city magistrates against illegal electricity tapping. Per-kilometer fares will be finalized jointly by city corporations, traffic police, and owner associations to ensure public affordability.
