The Bangladesh Deed Writers Association has demanded a seven-point claim, which includes preventing deed writers from being displaced under the guise of modernizing the deed registration system, implementing a minimum honorarium/fee of 5,000 BDT per deed, and allowing the formation of a Deed Writers' Council.
Leaders of the Deed Writers Association raised these demands during a program organized in Rangpur on Saturday (September 19). They also urged authorities to ensure the professional rights and security of deed writers alongside the modernization efforts.
As part of the program, a protest procession started from the Rangpur Sadar Sub-Registry Office, paraded through the city streets, and later culminated in a brief rally in front of the Rangpur Press Club.
District President of the Deed Writers Association Kazi Md. Obaidul Haq, Sadar President Md. Sarwar Azad, District General Secretary Shahinur Ibne Shilu, Organizational Secretary Nasirul Islam, and Office Secretary Md. Morshedul Azim Duranta spoke at the rally.
Other leaders present included Roknuzzaman Rokon, Mujahidul Rabbi, Pirganj General Secretary Taibur Rahman Uttal, Alamin Sarkar Manik, and Tukleful Rahman.
Addressing the rally, District Deed Writers Association President Kazi Md. Obaidul Haq stated that deed writers draft deeds based on documents provided by the involved parties. Therefore, without establishing actual liability in any irregularity, authorities must refrain from making deed writers accused parties while performing their professional duties.
Association leaders stated that while modernizing the registration system is necessary, it should not lead to the loss of livelihoods for long-time deed writers. Professional rights and security must be guaranteed alongside any updates to the system.
The seven-point demands of the deed writers include:
Ensuring deed writers are not displaced in the name of modernizing the deed registration system.
Implementing a minimum honorarium/fee of 5,000 BDT per deed, as previously promised by the former Law Minister.
Issuing a circular to ensure no one other than licensed deed writers is permitted to draft or prepare deeds.
Constructing seating and prayer spaces for deed writers at government expense in upazila (thana) and district offices.
Protecting deed writers from being accused in legal cases when preparing deeds based on documents provided by client parties.
Refraining from issuing deed-writing licenses to inexperienced individuals without recommendations from the respective upazila and district committees of the Deed Writers Association.
Granting permission to establish a formal Deed Writers' Council.
